I Cannot Submit Special Ops Report

hi dear,,with due respect that i want to submit new special OPS, But it cant, it give error, i tried it from couple of days, but the problem still i m facing.so kindly brief me in this regard

dear,i m so excited to telling that i have complete my self development program, i try to submit special OPS, but on peace website there some problem, it can not submit, i m trying from couple of days. so kindly what should i do..?brief me in this regard.
